When a bomb detonates beside the highway and nearly kills two road workers, Frank Stolte and Ingo Fischer of the Autobahnpolizei are called to investigate. What they find is a recorded message of a blackmailer who calls himself 'Rascar Capac', the arch villain in the 'Tim and Struppi'-Comics. He wants a million, or he will blow up more bombs.
