Halloween, or All Hallow's Eve, a holiday enjoyed by millions, but disliked by Special Unit 2 personnel, since it affords Links an opportunity to 'blend in' with the general population and wreak havoc. A mysterious unnamed Link has many mysterious and evil powers, one of which is to raise the dead. He resurrects four notorious criminals to help him crash a Halloween party and take hostages with the intent of demanding the Detective O'Malley be the one to deliver a powerful artifact to him, or else the hostages start dying.

One of Kate's old boyfriends returns to town to rekindle their romance, while SU2 investigates a series of murders where the LINKS turn their victims (all male) into Stone Statues. Yes, they are the legendary Gorgons who are beautiful women who hide venomous snakes under their hair.
